It depends on the address. Inside Fulshear city limits, building permits come from the City of Fulshear's Development Services, and the quote says whether your job needs one, confirmed with the City. Fulbrook sits outside city limits in the ETJ, where Fort Bend County has no general building code for single-family homes, and Weston Lakes is its own city with its own rules.
